People, this don't work for me. Even using localtime=1 + rtc_timeoffset=-7200 (GMT -2) Is there any trick ? You can use 'rtc_timeoffset=<minutes>' to achieve a similar effect though, I use 'rtc_timeoffset=39600' (+11 hours), although you have to change it if you move into or out of 'summer time'.
