Hi Omer,
        Maybe no mathematical formula for credit scheduler... 
        There are three kinds of priorities: BOOST, UNDER, OVER. Usually, guest 
vcpu is in UNDER if its credit is not used out, or in OVER.

details about how to calculate the credit.
        And http://www.xen.org/files/xensummit_tokyo/15_NaokiNishiguchi-en.pdf, 
gives you the insight how credit scheduler works.
