Short answer : create one with mkinitd

Long answer :
Your questions seems to indicate that you're new to Xen, and trying to
use jailtime.org images. My suggestion : DON'T.

Try using virt-manager (easiest when you use RHEL/Centos dom0) or
whatever Xen GUI is available on your system. After you understand how
it works, THEN you can try creating your own root filesystem or use
ones from other sources (e.g. jailtime.org, whatever).
