The easiest way is probably to use virt-manager GUI.

Another alternative is to create a config file where the cdrom drive
or ISO is mapped to domU and it's set to boot from cd (for HVM
guests). See config examples on /etc/xen.

Creating PV guests from CD is a little more complicated, and it's
usually much easier to use network install instead (something like
http://wiki.centos.org/HowTos/Xen/InstallingCentOSDomU)

What are you trying to do, exactly? Are you trying to install Windows
HVM, Linux PV, or Linux HVM guest? Are you using single CD/DVD
installation media, or multipe CDs?
