Now that we know that dom0 is ok, what's next? >From that result my guess is that your Xen installation is somehow messed up :) If you have time, I suggest you try Centos 5.3, with either bundled Xen (3.1 plus redhat-specific changes) or Xen 3.3.1 from Gitco.
