Is this 32bit kernel/xen? I think 32bit PAE Xen hypervisor is limited to 16 GB 
max
memory support.

You need 64bit Xen for 32GB RAM. dom0 kernel can still be 32bit PAE, if you
need that.

where did you get these rpms? 

Have you tried Xen 3.3.1 or 3.4.0 from http://www.gitco.de/repo/ ?
