which kernel is it? vanilla? distro-provided? gentoo-xen kernel?

FWIW, a quick workaround is to use kernel 2.6.18. I've been using
RHEL's kernel-xen (2.6.18-164.2.1.el5xen) and it works great WRT
time/ntp.
