Yes, you need to use the hide parameter on the command line, and you need to 
make sure that the pciback module is loaded.  Also take a look at dmesg and 
/var/log/messages output and see if there is any indication in those locations 
why pciback is having trouble taking ownership of the device.  You also need to 
make sure that dom0 does not have any drivers loaded for the device - you 
should be able to use the verbose output of lspci to see what drivers are 
loaded for a particular card and unload them.
