You could try the alternative DRBD transfer scripts here:
http://www.antibozo.net/xen/qemu-dm.drbd

I had a similar issues and they fixed it. They work for HVM too. PVM
have issues when more than one hard disk is specified in the config
file.

It's worth noting that if I do a normal migrate it works correctly.
