I've installed RHEL from cd, and that is similar enough to fedora. Have you tried an older version of fedora?

This is what I tried first. For CentOS, this works fine. CentOS also
installs fine as PV (not surprising since it is the same OS as Dom0).
However, when I try to install Fedora, it hangs booting from the install
CD. I can never complete the install. This happens whether I try HVM or
PV install.
