There is a way to limit the incoming traffic for domU in dom0 on vif with tc.

For example:

dom0:~ # tc qdisc add dev vif1.0 root handle 1: htb default 1
dom0:~ # tc class add dev vif1.0 parent 1: classid 1:1 htb rate 5mbit
