Good day.

I'm sure host have enough memory (host is about 30GiB memory, every VM
have around 1GiB dynamic-max memory). And main question is how to find
reason, not reason itself. 

I think this part of xapi is very... cloudy - some kind of more detail
report shall be logged to allow find reason of failures.
