Sadly, it does.  I believe the limit was meant to enforce a 2TB cap
for VHD VDIs, as VHD has a 2TB limitation, but the limit also enforces
a 2TB cap for raw VDIs as well.  I asked if this was a bug earlier on
the list and got no response.
