Yes.

Otherwise if you need to make a standardized test, use the following conditions:
- xm create -n still works
- pygrub (externally called) can extract vm kernel
- when the vm is created, the xenstore should have some keys that prove it is PV
- inside the vm, you'll need you disk & network & console drivers too.

Also it's worthy to test if the varios hotput features work (adding
vcpu, mem-set).
Each distro comes with it's own set of bugs in the pv kernel.
