i don't know of an existing open source system that would effectively automate setting up the accounts and access policies, but you could certainly set up a similar shell fairly easily (and prgmr has a rather useful example of how you might do so, see below).

Of course, if you're interested in an open source tool and can't find one, there's always the option to write your own, which certainly seems like something a lot of people might find useful, assuming there's not an existing one I've simply overlooked.
