As i got faced to the same problem yometimes ago i did set the sysctl:

        xen.independent_wallclock=1

on the machines and installed ntp clients on it runned at system starts plus
once a day - but i use an external ntpd (not on xen).

This solves this for me, but any more hint would be interesting to for me
here...
