There are two basic ways to do it.
1) change the socket permissions on the libvirt socket such that
   a user from some specific group can access the libvirt socket.
   This is commonly done by various open-source private cloud software.

2) add the appropriate virsh * commands or xm commands to /etc/sudoers.
