I strongly suggest you start by upgrading your RHEL installation.

After that, check your setup. A correct, unmodified setup should have
libvirt (or is it libvirt-bin?) service started, which would create
virbr0 bridge, and start dnsmasq. dnsmasq will function as both DNS
and DHCP server for domUs.

If you don't have virbr0, or don't have dnsmasq running, then it means
you broke the default setup.
