There are no lines with CMDLINE_XEN in them. I had to add the GRUB_CMDLINE_XEN 
line. If I add

GRUB_CMDLINE_XEN_LINUX="xen-pciback.hide=(05:00.0)(06:04.0)"

Or

GRUB_CMDLINE_XEN_LINUX_DEFAULT="xen-pciback.hide=(05:00.0)(06:04.0)"

And do an update-grub and then 

#grep hide /boot/grub/grub.cfg

I get nothing. This doesn't surprise me since if I look at my 
/etc/grub.d/09_linux_xen it seems to want GRUB_CMDLINE_XEN and 
GRUB_CMDLINE_XEN_DEFAULT.
