Yes It meant CFP.

Although CFP is broadly used, but when I heard the term in the case of OpenNebula or CloudStack (https://blogs.apache.org/cloudstack/entry/apache_cloudstack_2013_collaboration_conference), 

It sounded to me like people gather to talk and design feature for the next version of their platform.
