I don't think this is Xen-related. You should check out iptables on port
forwarding.

SSH from Dom0 to DomU is just the same as ssh from any other host to
DomU -- you need to know the IP address / domain name of DomU. This
requires you to setup infrastructure such as DHCP /  DNS correctly and
has nothing to do with Xen (the hypervisor and the toolstack).
