Under Xen qemu is not responsible for providing the ACPI tables to the
guest, these come from hvmloader, hence acpitable has no affect under

Instead you can try using the acpi_firmware option in your guest cfg
(/etc/xen/domU.cfg, not xl.conf). Looks like this was added in Xen 4.3.
