Just FTR, Qubes OS does exactly that by default, so it ought to work.

Well, actually, by default Dom0 in Qubes OS _does_not_ have network
access (and that's by design), but it's possible to enable that by just
running a command/script (`qvm-dom0-network-via-netvm up'):

and, when doing so, I was able to do pretty much everything network
related in Dom0.
