Hi Daniel,

The key difference is XenServer vs Xen - they use different toolstacks.  With 
XenServer we must use XAPI, not xl, and the OpenStack integration uses the 
"XenAPI" driver.

If you use Xen on Ubuntu then this is not the XAPI toolstack and you need to 
use the libvirt+xl driver as explained in the link Anthony sent.

If you install XenServer then you use the guides on 
https://wiki.openstack.org/wiki/XenServer for installing OpenStack
