Looking at your previous post, it seems your problem is with openSUSE;
in which case you should ideally ask on one of their mailing lists
where to get the blktap code.

There are two parts that may have the bug:
1. The user-space blktap code
2. The kernel module

The kernel module is likely to be something openSuSE specific, so
you'd need to download their patches and submit fixes to them
directly.

If you want to submit fixes to the blktap tools to the upstream Xen
project, they need to be against a reasonably recent version of Xen;
and the blktap2 code in Xen is somewhat in transition. Let me know if
you're keen, and I can give you some pointers to getting a development
version of Xen using a suitable version of blktap on your system.
