This appears to be a bug in Wayland, there is a workaround at https://ask.fedoraproject.org/en/question/70961/fedora-22-will-not-boot-after-installation-vm/ (slightly embarrassing, it's actually a workaround that I wrote.)

If not, where should I look to find out why my VM is locking up?
