This appears to be a bug in Wayland, there is a workaround at 
https://ask.fedoraproject.org/en/question/70961/fedora-22-will-not-boot-after-installation-vm/ 
(slightly embarrassing, it's actually a workaround that I wrote.)
I have added a bug report at 
https://bugzilla.redhat.com/show_bug.cgi?id=1353170
