I used the xen-4.6.3 tarball in Jessie (8.5).

To turn on the performance counters for xen, edit

xen/Rules.mk    <-- set the flags you showed above

make clean

make dist-xen

I then used the new xen-4.6.3.gz side-by-side with the hypervisor previously built.

xenperf -p
