And the old config file [4], doesn't.

What am I doing wrong? How do I connect via VNC to a second virtual machine to complete its installation?

You need to check for a firewall, also check 5901, 5902, etc.

A lot of setups require ssh tunnels and some vnc's will only bond to 127.0.0.1

I do not know without more info and it has been a long time since I needed to setup manually.
