=> shows only 1 vcpu on a machine with 2 physical CPU

Tested with kernel 4.4.67, xen 4.8.1.

My xen-domU kernel configuration was too minimalistic, seems like it was missing acpi. Now it works properly even with 2x 20 core machines with xen 4.8.1 in pvhvm.
