I recompiled a kernel with CONFIG_INTEL_ATOMISP=n and now I can boot
version 4.12.8.

So the problem is now identified... but I'm not sure where to file a
bug report. I guess it'll be addressed globally but maybe I can ask
the Arch maintainer to change that precise option.
