[Xen-users] fix FTBFS of qemu-4.1 in Stretch & Bionic builds of xen-4.13

hello Xen,


If you try to build tools/qemu-xen in Stretch with --enable-libssh,
you will error and
the qemu-xen build will fail. The reason is libssh-4 v0.8.4+ is
required, while stretch version is 0.8.1
Solution is to backport libssh-4 from Buster. It works well and few
packages in Stretch use libssh-4.

Below can be backported to Stretch:
https://packages.debian.org/buster/libssh-4  (v0.8.7)

Same situation with Bionic 18.04. Updates has v0.8.0, still not recent
enough to build qemu-4.1.
Below can backport to Bionic
https://packages.ubuntu.com/disco/libssh-4  (v0.8.6)
