I wonder if this is due to the OPAM 1.1 repository redirect, which leads to lots of errors in the initial `opam init` and subsequently caused the base packages to not be installed... However, doing an `opam update -u` and letting the repository update didnt work, nor did `opam init https://opam.ocaml.org/1.1` make a difference.
