As far as I know that's the case for Dom0:

http://wiki.xen.org/wiki/Xen_ARM_TODO#Domain_0_memory_limitation_due_to_1:1_mapping

It doesn't mention any limit for DomUs, but that wouldn't normally
affect unikernels.
