I'd say no, it's not necessary.  This is not a high availability environment, 
if we lose power waiting until it comes back on is not a big deal.

I think so, but not sure.  So I am asking the WG.  It does cost more 
(~$120/month, + extra
1 time cost) but not enough to get close to the $4k/month boundary.
