[PATCH 09/21] fdo: fix str annotation of __FdoMultiSzToUpcaseAnsi

Buffer is a list of strings ending with a double NUL that is first read
before being written to upper case the string in place.
The corresponding WDK typedef for double-NUL terminated strings is PZZSTR.
Annotate buffer accordingly.
