[PATCH 18/21] vif: fix the annotation of typedef XENVIF_VIF_CALLBACK

VifMac() can call Context->Callback with Parameters set to Null so
Parameters should be annotated as _In_opt_ in XENVIF_VIF_CALLBACK typedef.
