I'm having exactly the same problem. Did you ever get a solution to this?

seems to connect normally to xcp-xapi, but when I attempt to create a VM, I
get the following:Feb 21, 2013 10:34:56 PM Error: Starting VM 'Ubuntu 12.04'
- Internal error: Xenctrl.Error [ memory 16460568 KiB free; to be scrubbed 0

memory to dom0, leaving nearly 16GB of available memory. So I can't
understand the above error.Any ideas what's going on?Thanks for any
input!Best
