libxl: add a define for equivalent ENODATA errno on FreeBSD

Currently FreeBSD lacks the ENODATA errno value, so the privcmd driver
always translates ENODATA to ENOENT, add a define to libxl in order to
correctly match ENODATA with ENOENT on FreeBSD.
