The last 3 lines should be:

<nw_ip>169.254.1.0+</nw_ip>
<nw_gw>169.254.1.0</nw_gw>
<nw_mask>255.255.0.0</nw_mask>

These are IP addresses for internal virtual network
interfaces, has nothing to do with real IP address
on your physical network interface

<nw_nfs_server>169.254.1.0</nw_nfs_server>
<max_domain_number>10</max_domain_number>
<xi_tools_dir>/install/bin/</xi_tools_dir>
</domctl_defaults>

[root@vpc root]# cat /etc/xen-mynewdom
domain new -ntest1 -k16384 -v1 -d/dev/hda2 -4192.168.1.201 -g192.168.1.1
-htest1.office.tektonic.net
physical grant -p/dev/hda2
domain start -n1


It seems you have modified this file. Actually just 2 lines will do:

domain new
domain start
