You are right. Currently xi_create automatically increments domain ID.
I'm not sure, when the max_domain_id is reached, whether xi_create
is able to figure out what previous domain IDs are available.

Your suggestion sounds quite reasonable. It's better that if xi_create
is invoked with a domain ID, it tries to use the static domain ID unless
it's already used and an error is returned.

I'll add this future over this weekend.
