I don't understand why it doesn't run the agent scripts in /etc/hotplug. Many distros have a file /etc/hotplug.d/defaults/default.hotplug. It runs on every hotplug event and runs the appropriate 'agent' script in /etc/hotplug/. You might want to try stealing that script from a non-gentoo box (I've temporarily placed a copy at http://www.cl.cam.ac.uk/~kaf24/default.hotplug).
