I can certainly see an argument for them being LGPL. Running some searches on the changelog, it looks like it mightn't be too difficult to get agreement from all the contributors to relicense tools/libxc. The number of people and organizations that have submitted non-trivial patches to those files is just about manageable. I assume no one has objections to this?
