Thanks for the clarification.
I am still not sure what the idle domain is.
I have dom0 and two other domains in my system. So they are numbered
0,1,2.
Does the idle domain mean that none of these domains are in a runnable
state? Or .....

7fff means idle domain.
anyway what do you mean "at the same time" ?

I suggest you to use xentrace to see the scheduler behavior.
like 
xentrace | xentrace_format tools/xentrace/formats
