Thank you, Jeremy. That was SELINUX. I also have to press CTRL+F2 to login to Xen Host. Login prompt doesn't appear on booting screen output. It's also flashing negotiating xen bridge for 1-2 min.

Where is /proc/xen being mounted? Do you have it in fstab?
Do you have selinux enabled? Sometimes it prevents /proc/xen from being mounted.
