Could you post some information about your setup, so others can benefit from it 
?

- dom0 kernel version / config ?
- Xen hypervisor version ?
- domU OS and graphics driver version ?
- domU config file ?

- Additional patches applied to xen ?

- Brand/model primary graphics card ?
- Brand/model secondary graphics card ?
- Intel (vt-d) or AMD (iommu) platform ?

I have done some attempts my self, but only succeeded to get vga safe mode in 
windows XP so far.
