To be clear:

xen-arm@:
        List for the older PV Xen on ARM port[0], which is/was a
        separate subproject.
xen-devel@:
        List for development of the Xen hypervisor, which includes
        development of the newer Xen on ARM port[1].

The PV Xen on ARM port is effectively dead as far as I can tell, there
has been no activity from those developers for years now.
