So, having looked at this patch now it seems to me that the stuff being
added to config/Toplevel.mk should instead be added to a new
config/Paths.mk which should be included from the appropriate
per-subsystem config/{Tools,Stubdom,Docs}.mk and not from anything which
would cause it to be included when building Xen or minios.
