Can't say much about QEMU, but isn't this failure expected? You had <2G
free RAM but the guest asked for 2G.


Yes the first case you quoted is ok (I wrote also it for the example), is the second one the unexpected case when xl memory check not consider videoram, continue to read my previous message...
