Fedora does not currently replace blktap in their xen-runtime but they provide a separate package based on XenServer's blktap 0.9.2 to generate their blktap-3.0.0 package. I raised a bug in this area because the two packages cannot co-exist: https://bugzilla.redhat.com/show_bug.cgi?id=1150546 Note also that there is some work ongoing at the moment for which I will push for the creation of a new release; that's to enable compilation of the latest blktap (actually on branch 'xs64bit' not master) without performance-improving grant copy kernel patches which have not yet been upstreamed (https://github.com/tmakatos/blktap/tree/CA-147743).
