The VCPU a shared virtual IRQ is targeting is currently stored in the irq_rank structure. For LPIs we already store the target VCPU in struct pending_irq, so move SPIs over as well. The ITS code, which was using this field already, was so far using the VCPU lock to protect the pending_irq, so move this over to the new lock.
